THE HOPKINS COUNTY REGIONAL CIVIC CENTER is dedicated toward assuring you a worry-free event.

This multi-purpose facility is designed to offer you up to 7,500 square feet of meeting/banquet space, with movable walls to offer as many as four separate rooms starting at 1,000 square feet. You will also find an air conditioned coliseum; a 40,000 square foot livestock pavilion; and a 1,500 seat theatre, all under the same three acre roof.

THE COLISEUM:  an ideal livestock facility with elevated sale ring, in-house sound system, and plenty of Preifert panels for dozens of pens.  Over 2,500 comfortable bleacher seats with back rests for the two major rodeos held annually, plus cutting horse and livestock shows, and numerous other agriculture-related events.  Plus ... in concert configuration, this indoor facility has held over 4,000 for such major entertainers as George Strait, Willie Nelson, Clint Black, Clay Walker, and dozens more.

THE THEATRE:  fully equipped to handle most any stage production from high school plays to top name entertainers. Professionally, the center has hosted American Family Theatre, Living Arts for Students, Reba McEntire, Garth Brooks, Alan Jackson, Tracy Lawrence, Tanya Tucker, Lee Greenwood, and on and on and on ...

THE EXHIBIT HALL:  7,500 feet of versatile meeting/banquet/exhibit space (750 at banquet tables; 48 8'X10' booths).  With movable walls, the room can be converted into several configurations to meet the needs of one user, or serve several smaller events simultaneously without conflict.

Add to all the above: free parking; handicapped accessible; personal attention; RV hookups; no heavy traffic; several motels; near I-30 and the airport; ad infinitum, and you can easily see why you should always consider holding your event at the HOPKINS COUNTY REGIONAL CIVIC CENTER.

AN ASIDE: I can't count the number of times I have attended events at the Hopkins County Regional Civic Center. I have enjoyed theatrical productions of former Broadway shows, been to big name country music concerts, attended numerous Lonestar Beefmaster Breeders Assoc. sales (that's what us ranchers attend each fall) and watching loads of horse related events with our kids. And I shouldn't forget all the annual Rotary Club Christmas Parties I have been to with my hubby. I have also booked my share of private events at the center. Perhaps one of the most fun private events was a "Wig Party" held by a dear friend of mine who owns several brick and mortar wig stores. Well it's no secret, us Texas ladies love our wigs. For this particular party we were going to be presented with the newest Spring introductions from a half a dozen wig manufacturers. Stylists and well as spoke persons from the brands were going to "educate" us. I was thrilled to learn that Raquel Welch was one of the brands. I love her wigs. I must have a least a dozen from her more expensive human hair styles with their lace fronts and monofilament tops or partlines to her less expensive synthetic fiber Raquel Welch open cap wigs which are great to slip on for a quick trip to the grocery store or to go watch one of my kids at a Saturday night football game. Besides the show and try on part of the evening, we also enjoyed a buffet of delightfully fanciful desserts. I ended up purchasing different style wigs from several other brands (Jon Renau and Ellen Wille), just to try them out. You never know when you'll need a new hair style for a special event. But don't worry Raquel, you're still my favorite wig brand.

The Theater

The Equine Pavilion
was completed in the fall of 2006 and is now open for horse and livestock events. The newest addition to the Civic Center is a 66,000 square feet equine pavilion across from the existing pavilion. It is equipped with stalls, wash bays, office space and restrooms.

GENERAL RULES & REGULATIONS
(All Areas of Civic Center)

TOBACCO USE: BY CITY ORDINANCE, THE CIVIC CENTER IS A TOBACCO-FREE FACILITY. ABSOLUTELY NO TOBACCO USE OF ANY KIND WILL BE PERMITTED INSIDE THE CLIMATE-CONTROLLED ENVIRONMENT. (Including the Auditorium, Exhibit Hall, Arena, Snack Bars, and Rest Rooms). LESSEE IS RESPONSIBLE FOR ASSISTING IN CONTROLLING VIOLATIONS. IF TOBACCO USERS REFUSE TO COMPLY, THE EVENT MAY BE SHUT DOWN. LESSEE WILL FORFEIT ALL DEPOSITS AND RENTALS DUE WILL BE PAID IN FULL.

ABSOLUTELY NO PETS ALLOWED IN THE BUILDING, UNLESS A DIRECT PART OF THE EVENT IN PROGRESS.

THESE RATES AND POLICIES, RULES AND REGULATIONS WHEN ATTACHED TO THE CONTRACT AND PRESENTED TO THE LESSEE BECOME A LEGAL AND BINDING PART OF THE CONTRACT.

CONFIRMATION:   A lease date is confirmed with a signed contract and 1/2 of the base rent deposit (unless prior arrangements are made with management).  Balance due in cash, cashiers check, certified check, or bank draft prior to occupancy.  Rent involving percentages will be figured immediately after the close of box office.  Unless otherwise specified in writing, the Civic Center manager shall be privileged to schedule other similar events both before and after the dates of the signed contract without notice to the lessee.  In all cases, the Civic Center manager's decision will be in the best interest of the Civic Center and Hopkins County.

CANCELLATION:  All cancellations of contracted events must be submitted to the Civic Center office in writing.  Cancellations made less than sixty (60) days prior to an event will forfeit all advanced payments. Deposits paid upon rental reservation will be forfeited if event is canceled with less than sixty (60) days advance written notice.

TICKETS:  Lessee is responsible for furnishing all tickets, and for advance and performance date sale of tickets,. If lessee requests the Civic Center to handle advance sales of tickets, an additional 2% of gross sales will be charged, payable at the close of the box office on the date of the performance.  If lessee uses Civic Center credit card account, a service fee of a predetermined dollar amount per ticket will be charged and retained by the Civic Center to offset handling expenses.  Any tickets taken from the Civic Center box office for remote sales or otherwise will be charged out at the maximum advanced price for accountability.  Maximum of 5% of printed tickets will be allowed to be used by the lessee as complimentary.

NOTE:  Lessee shall not, under any circumstances, print more tickets for any one performance than there are seats available ... to wit, 1,494 numbered permanent seats and six (6) wheelchair spaces in the auditorium; 4,760 indoor arena seats.  The Civic Center has a numbered seating chart available for lessee's use in printing tickets.

COMMERCIAL BOOTHS:  Commercial exhibits $50 per day.  Includes deejays, photographers, etc.  Anyone using Civic Center for profitable means is subject to charge, regardless of lessee, user, or type of event; including school or county events.

COMMERCIAL EVENTS:  Events are classified as commercial when booth sales, donations/offerings (in lieu of ticket sales), tickets or goods are sold or offered for sale.  The Civic Center will receive the commercial rate or 10% of the gross income, whichever is greater. All table covers, catering, etc., charges apply to all areas of the Civic Center.

MERCHANDISE SALES:  Civic Center shall receive a predetermined percentage of gross of all items offered for sale by lessee, entertainer, or entertainer representative at the close of the event.  The Civic Center shall not be responsible for local, state, or federal taxes on sales of merchandise. Civic Center reserves the right to inventory in and out all items that may be offered for sale.  Civic Center reserves the right to deny the display or sale of items that may be considered offensive.  Civic Center manager's decision will be final.  The Civic Center will not be responsible for the loss or damage to any items belonging to the lessee.

CATERED EVENTS:  Caterers will pay Civic Center 10% of gross (unless prior arrangements with lessee and Civic Center have been made), with a $50 minimum, payable at close of event.  NO EXCEPTIONS.

COFFEE:  Lessee/caterer is required to use Civic Center coffee when using Civic Center coffee maker.  A preset dollar amount per pot will be included in lessee contract, which includes all the trimmings.

TABLE COVERS:  Table covers are required when serving food. A preset dollar amount per running foot will be included in lessee contract for table covers purchased from the Civic Center.

CLEANUP: Lessee must remove everything brought in immediately after the event.  Items remaining after 72 hours become the property of the Civic Center (unless prior arrangements are made with management).

OVERTIME:  If Civic Center personnel must remain or return past rental hours (all rental based on an eight (8) hour period, except where otherwise noted), a $35.00 per hour charge (two hour minimum) will be due. Any part of an hour constitutes a full hour of overtime.

DECORATING:  Lessees wishing to decorate must do so within leased time, or pay the overtime charges if after hours.  Decorating within normal business hours (Monday through Friday, 8:00 a.m. to 5:00 p.m.) at no extra charge, if it does not interfere with another event.  A/C will not be turned on for decorating during business hours without an overtime charge. IMPORTANT ... The Civic Center does not provide accessories such as tape, extension cords, scissors, utensils, staplers, coffee cups, etc.  ABSOLUTELY NO STAPLES, NAILS, OR TACKS MAY BE USED IN THE WALLS TO SETUP OR DECORATE!

TRASH:  No foodstuffs or trash will be left anywhere in the building or on the grounds.  Lessee is responsible for removing all trash immediately after event is over (in bags provided by the Civic Center) to the outside dumpster.  Lessee is also responsible for caterer compliance.  A cleanup fee (the price of which will be specified in Lessee's rental contract at time of reservation) will be charged if Civic Center personnel provide this service.

MUSIC FRANCHISE FEE:  ASCAP/BMI fees shall be paid directly to the Civic Center in advance and based on published rates, unless lessee is licensed by ASCAP/BMI.  If so, this will be noted on contract, and lessee will be responsible for paying fees directly to ASCAP/BMI.

INSURANCE:  When renting entire facility and grounds, a predetermined dollar fee will be included in lessee contract per day to cover the Civic Center property and liability insurance.  This coverage is based on average daily insurance rates, and does not release the lessee from any damage due to negligence or tortuous actions.  (Fee waived when lessee provides Civic Center with insurance rider naming Civic Center as additionally insured.  Minimum of $1,000,000.00 coverage required.)

BOND:  Lessee may be required to submit a performance bond in the amount of the potential gross or entry amounts; or to maintain the same amount in cash in advance in a Civic Center account.  The bond must be secured prior to approval of date and at the time the contracts are signed.

ALCOHOL - PRIVATE EVENTS ONLY:  ALCOHOL WILL NOT BE ALLOWED AT ANY EVENT HONORING A MINOR. Any violation of this rule will result in the immediate shutdown of the event, and forfeiture of all payments paid and due.

When alcohol is present, a specified number of uniformed certified officers (determined on individual basis and type of event) must be present through the duration of the event. Hopkins County Sheriff's Department and City of Sulphur Springs Police Department employees may qualify.  Names of officers must be submitted to the Civic Center office no later than 72 hours prior to the event.  Any changes must be approved by Civic Center, and the Law Enforcement Agency providing security.  Alcohol agreement must be signed prior to start of event. A damage deposit of $500.00 cash must be paid in advance, and will be held for three (3) business days after the event to cover any damages that may occur.  Any damages will be determined, after the event, by Civic Center staff and presented to the Civic Center manager for cost assessment.  If more than the deposit is necessary to cover any damages, lessee will be responsible for making full restitution costs.  In all cases, the Civic Center manager's decision will be final.

Civic Center may require uniformed security at any event. Civic Center manager shall determine the number of security personnel necessary for an event. Security will be at Lessee's expense.

RENTAL PAST MIDNIGHT:  No event may last past 2:00 a.m. REGARDLESS.  Eight hour rule does not apply if event runs past midnight.  If event ends and Civic Center is closed down at midnight, no fee will be assessed.  If event ends at midnight and cleanup time is necessary, $100 will be assessed for the first hour.  If an additional hour is required, $150 will be assessed for the second hour.  Any partial hour constitutes full hour rental.

BOOTH SETUP:  The Civic Center can provide 8x10' curtained booths.  $6.00 per booth includes one (1) table and two (2) chairs.

FOYERS:  When foyers are used for registration or admission sales, no extra charge.  If foyers are used for overflow exhibits, a per booth charge will be assessed.

NOTE:

  • 1.  Absolutely no sitting or standing on tables for any reason.  If a table is broken, the lessee is responsible for replacement costs.
  • 2.  Absolutely no tobacco use in building.  It is the responsibility of lessee to enforce this rule.  Smoking policy in other leased areas determined by lessee.  Designated smoking areas may be established by lessee and Civic Center management.  Lessee is responsible for enforcing smoking policy.
  • 3.  Absolutely no pets or other animals allowed in any part of the building unless assisting the handicapped or a direct part of the show, sale, or event.  Lessee will be responsible for compliance by anyone attending event.
  • 4.  Under no circumstances may the lessee sublease any area on the premises.
  • 5.  Due to insurance and liability, neither Civic Center staff nor affiliated workers are available to lessee to do their work (loading, unloading, decorating, etc.).  Lessee may hire off duty employees at their own expense.
  • 6.  Flyers, posters, etc., must be approved by Civic Center management before being posted anywhere in the facility or on the grounds.
  • 7.  Civic Center is not responsible for injuries or incidents resulting from violations of published policy.

EXHIBIT HALL SETUP:
No extra charge for tables, chairs, or in-house sound. Civic Center employees will be responsible for having the room(s) setup and ready according to lessee advanced instructions. A diagram must be submitted no later than 72 hours prior to the event.  The Civic Center is not responsible for any delays if the diagram is not received within that time. Any changes to setup less than 72 hours prior to event will be done by lessee during time leased, or at $100.00 per hour over regular rates if done by the Civic Center staff.

WEEKEND RENTAL:
Exhibit Hall rental of Northeast and/or Southeast Halls or Conference Room will be X 2 whenever no other event is booked.  If other events are booked, fee will revert to normal rate.

HOLIDAY RENTAL:
Rentals on the following designated holidays will be at regular rental rates X 2:
Fourth of July and New Years Day
(Closed Easter, Thanksgiving, and Christmas Day.)

AUDITORIUM

 

INSURANCE:  A predetermined dollar fee will be included in lessee contract per day to cover the Civic Center property and liability insurance for the Auditorium. This coverage is based on average daily insurance rate, and does not release the lessee from any damages due to negligence or tortuous actions.  (Fee waived when lessee provides Civic Center with insurance rider naming Civic Center as additionally insured.  Minimum of $1,000,000.00 coverage required.)

Noncommercial ... $450/per 8-hr day
Commercial ........... $600/per 15-hr day (or 10% of gross income, whichever is greater)

REHEARSAL FEE FOR CIVIC CENTER EVENT:

Rehearsal will be on space available basis. Lessee must present Civic Center with an advance schedule of rehearsal times to include use of sound, lights, and Stage Manager.

EQUIPMENT RENTAL:

Stage Manager required at all times.  Spot operators and stage hands as required by lessee. Fees determined by Stage Manager.

TICKETS:  See Tickets under General Rules and Regulations.

PIANO:  The piano on stage is available for use at $50.00 per day.  Lessee is responsible for tuning charges. Tuner must be approved by Civic Center.  Lessee is responsible for any damage to piano during rehearsals and performance time.

MERCHANDISE SALES:  See Merchandise Sales under General Rules and Regulations

PROPS AND SCENERY:  Props and scenery may remain in place as long as there are no other events that warrant striking.  Management decision on striking a set will be final.  All props, scenery, etc., brought in my the lessee must be sprayed with a fireproofing substance provided by the Civic Center.

SOUND QUALITY:  The Civic Center management or authorized representative, in the interest of patrons attending any performance, will have the FINAL SAY concerning loudness of sound at any event in the Civic Center.  NO EXCEPTIONS.

NOTE:  ABSOLUTELY no smoking allowed in the auditorium at any time.  The lessee is responsible for enforcing this rule.  NO EXCEPTIONS.  Absolutely no seats removed from the auditorium, no saws allowed, nor anything nailed or semi-permanently fixed to any part of the auditorium stage area will be allowed.  NO EXCEPTIONS.

 


EQUIPMENT RENTAL

 

ELECTRONIC SIGN:
The electronic sign located on Houston Street in front of the Civic Center is available for advertising your Civic Center event at $5.00 per day. Messages are limited to no more than ten (10) seconds each, and no more than six (6) days maximum before the event.

AUDIOVISUAL RATES:

The Civic Center has limited audio/visual equipment that may be rented for on-premesis use.

All concessions belong to the Civic Center and Civic Center Board, Inc., unless prior arrangements have been made with management.

CATERING FEE:  Lessee will provide Civic Center with caterer's contact information (name, address, phone number, etc.) not less than thirty (30) days prior to the event. If rental date is less than thirty (30) days from event date, caterer's contact information must be submitted with Lessee's contract. Caterer must contract separately with Civic Center.

Catering fee is 10% of gross catering charge.  

When lessee uses a caterer, no extra charge for the kitchen. Lessee is responsible for caterer compliance. Under no circumstances will caterer be allowed to provide food services in or on the Civic Center premises without a contract in place.

SOFT DRINK PRODUCTS:  When the soft drink fountains are used (whether giving away or selling drinks), all soft drink products must be bought directly from the Civic Center.  Fees on a per pound basis for postmix.  Market price will be charged for postmix, CO 2, cups, and lids.

NOTE:  When the Civic Center or Civic Center Board of Directors, Inc., operates the concessions, no other concessionaire will be allowed to sell or give away food or drinks of any kind.

 

 


ARENA

 

Rental fees on a per day basis.  Any part of a day constitutes full day rental.

Civic Center employees will be responsible for having the facility SETUP and ready according to lessee advanced instructions (Need SETUP request no later than ten (10) business days prior to arrival of first livestock.  Not responsible for any delays resulting from requests not received within stated notice period.)  Any changes to SETUP less than 72 hours prior to the event will be done by lessee during time leased, or at $35.00 per hour over regular rates if done by Civic Center staff.  Civic Center employees are not responsible for working, handling, feeding, or watering livestock.

INSURANCE:  A predetermined dollar fee will be included in lessee contract per day to cover the Civic Center Arena property insurance.  This coverage is based on average daily insurance rates, and does not release the lessee from any damage due to negligence or tortuous actions.  (Fee waived when lessee provides Civic Center with insurance rider naming Civic Center as additionally insured.  Minimum of $1,000,000.00 coverage required.)

IF STRAW BEDDING IS USED AT ANY TIME, A MINIMUM OF $300.00 WILL BE ADDED TO THE BASE SETUP / CLEANUP CHARGE.

AIR CONDITIONING:  Lessee will determine the need to heat or cool.  Two hour minimum. Turned off after two (2) hours at lessee request.  Any part of an hour will constitute a full hour rental.

HORSE STALLS:
Box Stalls (108 Available) ........................... $  10.00/each per day
Priefert Pens (Overflow Only) ...................... $    7.00/each per day

UNSTALLED HORSES:
On one-day horse events ONLY, a $5.00 charge per unstalled horse is assessed to defray the cost of excess grounds clean up. Fee will be paid by the association / producer / promoter of the event, based on number of entries less rented stalls.

SHAVINGS:  Allowed in Pavilion only.

COMMERCIAL EXHIBITS:
Approximately 10' X 10' ........................... $  50.00 per day

SPECIAL SETUP REQUESTS:  Any SETUP other than standard configurations will be charged according to additional time and materials necessary to satisfy lessee.

ARRIVAL AND DEPARTURE OF ANIMALS:  The 36-hour first and last day allows lessee to bring livestock in starting at noon the day before the event, and extends until noon the day after the event to remove all livestock. Absolutely no arrivals allowed prior to this time unless approved in advance by Civic Center management.  Civic Center will under no circumstances be responsible for livestock or equipment left on the premises at any time. Early arrival or late departure of livestock will be charged $100.00 per day in addition to regular rental fees.

PORTABLE STAGE:
When used in facility, $1000 set up. If less than 40' x 32' stage required, $15 per section. When used off premises, $1500 + $500 cash refundable damage deposit (including two sets of steps). Lessee shall pay two (2) Civic Center workers to supervise set up at the remote site. Lessee must furnish at least four (4) additional workers to assist in set up at Lessee expense. 50 per mile both ways for delivery and return. $250 for skirting, if requested. Civic Center will not allow Lessee to haul stage. Civic Center will not allow Lessee to assemble stage without Civic Center supervision. Lessee must provide proof of liability insurance in an amount not less than $1,000,000 for the event where the stage will be used, and insurance must show Civic Center, Civic Center Board, Inc., Sulphur Springs Symphony League, and Hopkins County as additionally insured.

ARENA CARPET:
When Lessee requires carpet on the arena floor and there is no percentage fee involved, cost for laying and taking up carpet will be $300. Carpet will not be loaned or rented for use outside the Civic Center.

MILK PARLOR:
Per Day .................. $ 200.00
Includes all equipment, graded on, and cleanup  Lessee will be paid for all milk directly by milk company.

GROUNDS:
Per Day .................. $ 150.00
(If using grounds and/or gazebo, electrical outlets, and access to Civic Center rest rooms.)

(If using grounds and/or gazebo, electrical outlets, and no access to Civic Center rest rooms.)

(If renting a portion of the building and would like to use grounds as well.

INSURANCE:  A predetermined dollar fee will be included in lessee contract per day to cover the Civic Center property and liability insurance.  This coverage is based on average daily insurance rates, and does not release the lessee from any damage due to negligence or tortuous actions.  (Fee waived when lessee provides Civic Center with insurance rider naming Civic Center as additionally insured.  Minimum of $1,000,000.00 coverage required.)
